Housing Implementation and Investment Proposal Service

The City of Montgomery, Alabama, is seeking a consultant or team to develop a comprehensive, data-driven Two-Year Housing Implementation Plan. The agency needs to address housing affordability, workforce housing, infill development, and neighborhood revitalization through practical, actionable strategies rather than conceptual recommendations. The project aims to expand access to affordable housing, encourage mixed-income development, leverage Opportunity Zone investment potential, and align housing development with transportation and infrastructure planning. The scope of work covers an assessment of existing housing conditions, GIS and spatial analysis, and the development of a housing investment strategy. The selected vendor will also create a workforce and affordable housing strategy, an infill housing development plan, a stakeholder coordination and governance structure, and a two-year implementation roadmap. The final deliverables must include realistic capital needs identification, funding opportunities, measurable outcomes, GIS mapping, and clearly defined roles and responsibilities. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of all work to occur offsite. The agency has not disclosed a specific budget and is looking for cost proposals from bidders. Bidders must submit all questions regarding this opportunity no later than June 10, 2026.
