Environmental Assessment and Abatement Master Service

The Metropolitan Council in St. Paul, Minnesota is seeking a contractor to provide regional environmental assessment, testing, isolation, removal, and disposal of asbestos-containing materials and other suspected hazardous materials. This master service agreement covers lift stations, existing sites, and future sites within the region served by the council. The selected provider must supply all designated services and necessary equipment to complete each assigned project. The scope of work requires developing contamination cleanup plans signed by a licensed professional engineer and conducting demolition or pre-renovation assessments, including lead and asbestos surveys. The provider must manage work area preparation, which includes establishing containment areas, decontamination facilities, disposal routing plans, and security. Additionally, the service requires initiating onsite abatement services within twenty-four hours of a council request, removing all miscellaneous potentially hazardous materials, and cleaning up all temporary barriers, equipment, and supplies. Eligibility is restricted to onshore organizations based in the United States. The performance of the work will take place offsite, and the council is currently looking for proposals to establish the budget. A pre-bid meeting is scheduled for June 9, 2026, and the council requires all questions to be submitted no later than June 10, 2026.
