Comprehensive Facilities Condition Assessment Service

The Minnesota-based government authority is seeking a vendor to provide a comprehensive facilities condition assessment service. The agency requires this assessment to establish a clear understanding of its facility conditions, identify deficiencies, and plan for future capital renewals. The project covers the creation of a project management plan, a detailed schedule, an asset registry, a deficiency database, a photo library, and GIS and plan references where available. The selected vendor must deliver an assessment methodology, rating scales, an interim findings presentation, facility-level reports, and a consolidated portfolio report. The agency also requires a capital renewal plan featuring prioritized, time-phased projects and an annual funding curve. The final deliverables must include an executive summary and a Board-ready presentation. Eligible bidders must be onshore organizations based in the United States. The agency expects the performance of the work to take place offsite. Bidders must submit proposals outlining their pricing, as the agency is currently looking for proposals to determine the budget. The agency will host a pre-bid walkthrough on June 1, 2026.
