Planning and Code Enforcement Services

The City of Pasadena, California is seeking a vendor to provide comprehensive planning and code enforcement services. The agency requires these services to ensure compliance with municipal codes, zoning standards, and development regulations. All work must be performed offsite at the vendor's own office location, and eligibility is restricted to United States organizations. For the planning portion of the scope, the agency requires customer service support at the public counter, via phone, and through email. The selected vendor must perform plan check functions to review building permit applications for compliance with zoning standards, policies, approved development plans, conditions of approval, and environmental mitigation measures. Additionally, the scope includes conducting field evaluations and preparing technical planning staff reports, ordinances, resolutions, legal notices, and presentations. For the code enforcement portion, the agency requires the vendor to conduct inspections and re-inspections to identify violations of the Municipal Code. The vendor must provide after-hours and weekend on-call coverage to address code issues. The requested services also include communicating with residents and business representatives to facilitate compliance, as well as issuing notices of violation, administrative citations, letters, and warrants when necessary. The agency is currently looking for proposals to establish the budget for this project. Bidders must submit all questions regarding this opportunity no later than June 18, 2026.
