Day Center Service

The City of Bangor, Maine is seeking a vendor to provide a low-barrier day center service to address the issues of homelessness, housing instability, and the challenges of being newly housed. The agency requires a day space that provides health, mental health, and social services support to individuals experiencing housing instability, substance use disorder, and mental health challenges. The scope of work may also include transportation services, such as providing bus passes or partnering with another organization to transport clients. Eligible bidders must be United States organizations that own the proposed day center building or hold a rental agreement that aligns with the service period. The agency requires bidders to have experience providing shelter or services to individuals and families experiencing homelessness, as well as familiarity with the homeless response system and housing resources. Bidders must also demonstrate a proven history of fiscal and reporting integrity, and the agency may require financial statements or other documentation to verify organizational sustainability. The evaluation process will give preference to spaces and organizations that can operationalize and manage a warming shelter in the same space as the day center. The agency is looking for budget proposals to fund this offsite work, rather than providing a pre-determined budget. All questions regarding this opportunity must be submitted to the agency no later than June 5, 2026.
