Rail Station Area Plan Services

The Town of Colorado is seeking consulting firms specializing in rail station planning and area development to prepare a comprehensive Rail Station Area Plan. The agency needs to analyze each potential site individually to determine its feasibility to serve as a station for mountain passenger rail. This study will evaluate feasibility for designation as a neighborhood center, transit-oriented development, and a mobility hub, while demonstrating alignment with the strategic growth element of the town master plan. The scope of work covers evaluating various site attributes such as connectivity to activity centers including the downtown commercial core and the airport. The selected consultant must assess accessibility factors including proximity to transit, walking, biking, driving, and parking, as well as the availability of land with economic and residential development potential. Additionally, the agency requires a feasible fiscal strategy for supporting both the station areas and the proposed land uses in the area. Bidders must be onshore organizations based in the United States to be eligible for this opportunity. The agency expects the performance of the work to take place offsite. The evaluation of proposals will consider the specified site attributes, alignment with the town master plan, and the feasibility of the proposed fiscal strategy.
