Master Plan Development Service

The Town of Old Saybrook, Connecticut requires a master plan development service to create a new waterfront park for public use and enjoyment. The agency needs to establish a clear design program statement that incorporates stakeholder goals and objectives to inform multiple design concepts. To solve this planning need, the selected vendor must prepare a project work plan, schedule, and a comprehensive site opportunity and constraints plan utilizing written, engineering, and photographic analysis. The scope of work covers the development of a community-planning process in consultation with an agency working group, including a kick-off meeting and presentations of design concepts. The agency requires the preparation of two to three design concepts with magnitude-of-cost estimates, followed by a finalized preferred concept for design development, permitting, and construction. The final deliverable consists of a Final Project Report provided in both three paper prints and standard electronic file formats. Eligible bidders must be onshore United States organizations. The agency requires all performance of the work to take place onsite. While the agency is looking for budget proposals and has not disclosed a set funding limit, bidders must submit all questions and attend the pre-bid meeting on June 23, 2026.
