Construction Planning Manual Development Service

The Maine Department of Education, located in Augusta, Maine, is seeking a vendor to develop a comprehensive public-school construction planning manual. This manual must provide a structured approach for major capital school construction planning and construction projects. The selected vendor will review the existing Review and Approval Process Flow Chart alongside related school construction process documentation to identify necessary updates. To accomplish this, the vendor must meet in person with agency members to identify revisions and improvements. The scope of work also requires administering in-person workshops to gather recommendations from professionals, including architects, cost estimators, and various engineering disciplines. Additionally, the vendor must review state agency project requirements and approvals to incorporate them directly into the manual. The final manual must detail a five-phase process covering project initiation, concept design, construction documents, bidding and contracts, and construction. It must also incorporate four critical State approvals, which are site approval, concept approval, design and funding approval, and final funding approval. The bulk of the work involves defining sixteen specific process steps, providing written descriptions and relevant reference material for all steps, and creating a new process graphic. Eligible bidders must be onshore United States organizations. The performance of the work must take place onsite in Augusta, Maine. Bidders may submit their proposals digitally via email or through an online portal. The agency is looking for proposals to determine the budget for this project.
