Cost Allocation Plan Consultant Services

The Minnesota government authority is seeking a consultant to provide cost allocation plan services. The agency is experiencing limited internal capacity because the development of this plan coincides with the preparation of the Annual Comprehensive Financial Report. To solve this constraint, the agency requires an external partner to identify, allocate, and document shared administrative and central service costs to benefiting federal programs in accordance with Uniform Guidance. The project covers the distribution of central service costs, including finance, human resources, legal, information technology, procurement, risk management, and executive administration, to operating divisions and federally funded programs. The selected partner must establish this distribution based on equitable and supportable allocation bases. Performance of all contracted work will take place offsite. Eligibility is restricted to onshore organizations based in the United States. The agency has not disclosed a specific budget and is looking for cost proposals from interested parties. A pre-bid meeting is scheduled for June 10, 2026, which is also the deadline for the submission of all questions.
