Post Permanency Support Program Services

The Vermont Department for Children and Families in Waterbury is seeking a vendor to provide post-permanency support program services. The agency is trying to improve permanency outcomes for children in foster care, increase the stability of adoptions and guardianships, decrease discontinuity for adopted or guardianed children, and increase family resilience. The selected vendor must deliver comprehensive, family-based services primarily to parents, who serve as the primary therapeutic support for the child. The scope of work requires the vendor to deliver adoption-competent, guardianship-competent, and trauma-informed services, which are generally provided in the home. The chosen provider must also deliver education to schools, school staff, and community-based service providers regarding normative adoption or guardianship development and the impact of trauma on child development. Performance of this work will occur offsite. Only United States organizations are eligible to bid on this opportunity. Bidders must submit all questions regarding this procurement no later than June 19, 2026.
