The Housing Authority of Chester County in Chester, Pennsylvania, is seeking professional and advisory services to optimize its Project Based Voucher program. The agency needs to solve operational inefficiencies and ensure regulatory compliance within its housing assistance initiatives. To achieve this, the agency requires a comprehensive review of its Project Based Voucher policy in the Administrative Plan, alongside an evaluation of current processes, workflows, and forms. The scope of work covers generating a report on efficiency improvements and streamlining opportunities, updating policies and forms, and reviewing existing Project Based Voucher contracts for compliance. The selected provider must also conduct assessments of the agency's voucher team, assist with landlord recruitment and education, and provide technical assistance for the Veterans Affairs Supportive Housing award implementation. Additionally, the agency requires staff training on any implemented changes and on-call technical assistance as needed. Eligible bidders must be onshore organizations based exclusively in the United States. The agency requires all work to be performed offsite at the provider's own office location.
