Feasibility Study Service

The government authority located in Greeley, Colorado is seeking a vendor to provide a comprehensive feasibility study service. This study aims to evaluate current conditions, identify and analyze alternative models for service delivery and governance, and provide two agencies with recommendations and an implementation roadmap to guide future decisions. The project covers evaluations of alternative governance structures, financial sustainability, community risk factors, service delivery, staffing deployment, and stakeholder engagement. The selected vendor must evaluate alternative governance structures such as contractual services, intergovernmental agreements, consolidation, or merger, identifying the advantages, disadvantages, feasibility, and legal pathways of each. The financial analysis requires reviewing current funding mechanisms, assessing financial sustainability under various models, and assessing the current cost allocation formula. The community risk assessment must evaluate demographics, development trends, wildland-urban interface, hazards, and how these risks influence service demand today and in the future. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency is looking for proposals to determine the budget, and bidders can submit their responses digitally via email or online. Bidders must submit all questions no later than July 17, 2026, and the agency will hold an optional pre-proposal conference on July 8, 2026.
