Disaster Assistance and Recovery Grant Management Services

The County of Orange, New York is seeking disaster assistance and recovery grant management services for any natural or man-made disaster or emergency declared by one or more federal agencies. The agency needs to solve the challenge of navigating complex recovery processes by securing expert guidance to locate funding sources and coordinate recovery efforts. The selected partner will assist in developing a comprehensive recovery strategy, advise the assembled disaster recovery team, and participate in recovery meetings. The scope of work requires the provider to assist the County in developing an approach to filing and tracking costs, as well as reviewing documentation prepared by various County departments. Additionally, the provider must prepare documentation for small project worksheets and submit weekly performance and status reports. All work must be performed offsite, meaning the selected provider will carry out all tasks from their own office location. Eligibility is strictly limited to onshore organizations based in the United States. The agency is looking for proposals to determine the budget and has not disclosed a pre-set funding limit. Bidders must submit all questions regarding this opportunity no later than June 4, 2026.
