Equity Assessment and Program Development Consulting Services

The City of Antioch, California is seeking a vendor to provide equity assessment and program development consulting services. The agency needs to assess historical and disproportionate impacts associated with criminalization and enforcement practices within Antioch communities. Through this assessment, the agency aims to identify barriers to participation in the regulated industry and evaluate existing related policies, agreements, and oversight structures. The scope of work requires the selected vendor to conduct a comprehensive equity assessment and develop recommendations for a formal equity program framework. The vendor must develop recommendations supporting a sustainable, transparent, and clearly documented equity program structure. Additionally, the agency requires implementation recommendations aligned with State guidance and best practices, assistance in positioning the City for future equity grant funding opportunities, and stakeholder outreach and engagement activities. Eligible bidders must be onshore organizations based in the United States. The agency requires all performance of the work to be conducted offsite. Bidders must submit any questions regarding this opportunity no later than June 12, 2026.
