Avoided Costs Consulting Services

The South Carolina Office of Regulatory Staff, acting on behalf of a government authority located in Columbia, South Carolina, is seeking an independent third-party consultant to provide expert services relating to avoided costs. The agency needs to evaluate avoided cost rates, methodologies, terms, calculations, and conditions. The selected consultant will serve the commission directly, with full authority to request and compel necessary documents and information from utilities. The scope of work requires the consultant to perform all services offsite for a contract period of one year. Utilities may require the consultant to sign confidentiality agreements, provided these agreements do not impede the independent analysis. The utilities must remain responsive and provide all documents, information, and items necessary for the consultant to complete the final report. Eligible bidders must be onshore organizations based in the United States. The agency is currently seeking budget proposals from qualified bidders to determine the cost of the project. Bidders must submit all questions regarding this opportunity no later than July 1, 2026.
