The Livingston County government authority in Geneseo, New York is seeking a consultant to provide comprehensive income monitoring and compliance services for its housing programs. The agency needs to ensure strict adherence to regulatory requirements for both the Vacant Rental Program and the Manufactured Home Replacement Program. This initiative solves the problem of verifying ongoing eligibility and maintaining housing standards across assisted units over multi-year regulatory periods. The scope of work covers initial and turnover tenant income eligibility verifications to ensure compliance with sixty percent or eighty percent Area Median Income limits. The selected consultant will calculate maximum allowable rents using the Novogradac rent and income limit calculator alongside applicable utility allowance tables. Responsibilities also include administering the annual compliance re-certification process, monitoring owner income verification procedures, and maintaining meticulous records and reports. The agency requires the consultant to conduct annual physical site visit inspections of at least twenty percent of all assisted units to verify they are in good operating condition. For the Manufactured Home Replacement Program, the consultant must perform initial income eligibility verifications as well as ongoing ownership and residency monitoring. The agency also reserves the right to request compliance services for future programs under this contract. Eligibility is strictly limited to onshore organizations based in the United States. The selected consultant must perform the required work onsite in Geneseo, New York. The agency is currently looking for proposals to establish the budget for these services.
