State Safety Oversight (SSO) Consultant Service

The Wisconsin government authority is seeking state safety oversight consultant services to support the continued development and implementation of its state safety oversight program. The agency requires assistance in meeting all established program requirements, identifying hazards, and conducting risk-based inspections. To solve these oversight challenges, the agency needs recommendations and support in drafting, editing, and developing investigation procedures, forms, processes, and resources. The scope of work covers assessing the state safety oversight technical training plan, individual training plans, and other personnel skills, abilities, and gaps. The selected contractor must maintain training records using an electronic spreadsheet or database software agreed upon by both parties. Additionally, the agency requires support in collecting and analyzing data, reviewing or conducting investigations of safety events, and assessing topics relevant to safety and security oversight. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of the work to be conducted either onsite or offsite. The contract period will span two years, and the agency is currently looking for proposals to determine the budget. Bidders must submit all questions regarding this opportunity no later than June 16, 2026.
