Emerging Adult and Adult Diversion Services

The Hennepin County Attorney's Office in Minneapolis, Minnesota, is seeking emerging adult and adult diversion and restorative services for individuals who have had contact with the county criminal legal system. The agency needs these services to support the state's largest public law office, which receives approximately 14,000 case submissions annually. The selected provider will address the need for accountability, repair of harm, individual growth, and stronger, safer communities through structured diversion programs. The scope of work covers a comprehensive spectrum of diversion and restorative services across three distinct service categories. These categories include intake, screening or assessment, and administrative management, as well as intensive or specialized services. The agency also requires restorative services, such as restorative conferences, to engage participants who are emerging adults aged 18 to 25 and adults aged 26 and older. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of all contracted work to take place offsite. The agency has not disclosed a set budget and is looking for cost proposals from interested bidders to determine the financial framework. The agency will host a pre-bid conference on May 28, 2026, to discuss the service requirements. Bidders must submit all clarification questions no later than June 3, 2026.
