Language Testing Services

The Texas government authority is seeking a vendor to provide telephonic oral language proficiency testing services for its officers. The agency needs to solve the problem of assessing language skills remotely by providing officers with toll-free telephone access to a testing site from any department office in the state. The selected vendor must administer oral language tests, score the ability to speak based on a defined set of proficiency standards, and provide the proficiency results to the agency. The scope of work covers testing in languages that include, but are not limited to, Cambodian, German, Ilocano, Laotian, Polish, Spanish, and Vietnamese. The agency requires all performance of the work to occur offsite. To be eligible for this contract, bidders must be onshore organizations based in the United States. The agency is currently looking for proposals to determine the budget for this project. Bidders must submit all questions regarding this opportunity no later than May 28, 2026. The agency allows responses to be submitted digitally via email or through an online portal.
