Physical Needs Assessment Services

The Housing Authority of the City of Pittsburgh, located in Pennsylvania, is seeking a qualified vendor to perform physical needs assessment services for its developments. The agency needs to evaluate the current condition of its property systems and components to identify all necessary capital improvements and modernization projects. To achieve this, the selected vendor must interview knowledgeable agency staff and review existing property documentation, including building plans, building histories, prior assessments, energy audits, maintenance records, and Real Estate Assessment scores. The scope of work requires the vendor to identify all development components that will be part of the assessment. The agency expects the vendor to develop a detailed survey scope and survey methodology to collect all assessment data and information required to populate a database. Based on these findings, the vendor must analyze the condition of all systems and components across the developments to determine future capital needs. Eligible bidders must be onshore organizations based in the United States. The agency will allow the performance of the work to be conducted offsite. The agency has not disclosed a specific budget and is looking for cost proposals from interested bidders. Bidders must submit all questions regarding this opportunity no later than June 15, 2026.
