Tobacco Compliance Checks Service

The Ohio Department of Health is seeking a supplier to develop and implement a plan to recruit and train underage purchasers and staff to conduct tobacco and nicotine retailer compliance checks. The agency requires the selected vendor to utilize the established Ohio Department of Health protocol to conduct these compliance checks throughout the state using a provided state sample list. To support the development of additional compliance strategies, the vendor must record required quality data elements to monitor compliance rates. The scope of work includes providing virtual technical assistance sessions throughout the contract period to support the initiative. Additionally, the agency requires a half-day, in-person close-out meeting at the Ohio Department of Health headquarters following the completion of all compliance checks and data reporting. The contract period will span one year, and the work may be performed either onsite or offsite. Eligibility is restricted to onshore organizations based in the United States. The agency is currently looking for proposals and has not disclosed a specific budget. Bidders must submit all questions regarding this opportunity no later than June 22, 2026.
