Continuing Program Management and Construction Management Services

The Greater Orlando Aviation Authority is seeking continuing program management and construction management services to support vertical construction projects in Orlando, Florida. The agency requires a partner to serve as the Owner’s Authorized Representative to oversee projects from planning and conceptual design through construction, commissioning, and closeout. This initiative addresses the agency's need for comprehensive oversight, design management, contract administration, and staff extension to ensure all construction complies with contract documents. The scope of work covers managing design submittals at the thirty, sixty, ninety-five, and one hundred percent stages, as well as developing design criteria documents. The selected partner will manage design-bid-build, design-build, and construction management at risk contracts, while also assisting with permitting coordination and contract negotiations. Additional responsibilities include conducting material testing, quantity surveying, construction inspections, safety compliance reviews, and small business compliance tracking. Eligible bidders must be onshore organizations based in the United States. The agency requires all program and construction management services to be performed onsite in Orlando. While the agency has not disclosed a specific budget and is looking for proposals, it has established key procurement dates. Bidders may attend a non-mandatory pre-bid meeting on June 2, 2026, and must submit all questions regarding the solicitation no later than June 9, 2026.
