The City of Joplin, Missouri, is seeking a qualified vendor to develop a comprehensive plan and a comprehensive downtown master plan. Both plans must establish a clear vision and a detailed implementation strategy for the municipality. The agency is undertaking this project to guide its future growth, land use, and economic development through structured strategic planning. The requested scope of work covers project management, public and stakeholder engagement, and the creation of a community profile. The selected vendor must address land use and zoning, an economic development plan and market analysis, and a transportation and mobility plan. Additionally, the project requires planning for parks and open spaces, community facilities and infrastructure, visioning and goal setting, community image and branding, and a strategic action plan for implementation. Eligible bidders must be onshore organizations based in the United States. The agency requires all performance of the work to be conducted onsite in Joplin, Missouri. The agency has not disclosed a specific budget and is currently looking for proposals to determine the cost of the project.
