Mental Health Parity and Health Policy Compliance Service

The New Mexico government authority is seeking a vendor to provide mental health parity and health policy compliance services. The agency needs support to assist with timely and efficient oversight, compliance monitoring, data analysis, policy review, technical guidance, and enforcement support. The selected partner will review carrier filings, analyze regulatory and claims data, provide subject matter expertise on state and federal requirements, assist with the development of compliance tools and workflows, and support enforcement actions and regulatory initiatives. The scope of work requires clinical and behavioral health subject matter expertise to assist the agency in reviewing insurer compliance filings related to mental health and substance use disorder benefits under federal and state parity requirements. The agency also requires policy and program analysis to assist staff in designing, refining, and troubleshooting review processes and workflows to ensure alignment with statutory requirements and legislative intent. Additionally, the project covers providing training and technical assistance to agency staff, assisting with stakeholder outreach, developing guidance materials, templates, website content, and reports, and performing data collection and analysis for parity oversight. Eligible bidders must be onshore organizations based in the United States. The agency is looking for proposals to determine the budget for this initiative.
