Regional Transit Study Services

The Western Connecticut Planning Region government authority is seeking regional transit study services to analyze and improve its transit network. The agency needs to solve regional connectivity and efficiency challenges by evaluating connections to rail, intercity bus, commuter shuttles, paratransit, human service transportation, private shuttles, and adjoining transit systems. The study must assess route alignments, service spans, frequencies, headways, transfer points, major stops, existing hubs, and transfer locations. The scope of work requires analyzing on-time performance, travel time, reliability, route performance measures, ridership patterns, and post-COVID ridership trends. The selected provider must evaluate service productivity, efficiency measures, coverage within the region, and current capital plans and operating budgets for each transit provider, to the extent made available. Additionally, the project covers the development of an Origin-Destination Matrix and Travel Market Analysis to identify major transit travel markets, transfer patterns, regional trip flows, and underserved corridors at a level of detail appropriate for bus service planning. The agency is requesting improvement concepts, screening, service alternatives, scenario development, and a revenue-neutral and no-regards improvement track. Eligibility is restricted to onshore organizations based in the United States. The performing organization must conduct all work offsite at its own office location. The agency is currently looking for proposals and has not disclosed a specific budget. A pre-bid meeting is scheduled for June 16, 2026.
