Transition Plan and Report Services

The government authority located in Dover, Delaware is seeking a vendor to provide transition plan and report services for a new state agency. The agency needs to solve the challenge of establishing this new entity by securing a comprehensive transition report that outlines the transition plan and projects the associated fiscal costs. This report must define a vision and mission for the new state agency, alongside a strategic plan and an outline of organizational goals spanning years zero through five. The scope of work requires the selected vendor to identify the organizational structure, outline responsibilities, and review a listing of open positions to determine which roles can be repurposed to complete the proposed plan. The agency also requires the transition report and plan to identify budget needs, which must include a forecast for years zero through five of the new state agency's life. All project work will be performed offsite. Eligibility is restricted to onshore United States organizations only.
