Consulting Services for Vertical Transportation Contract Transition

The Massachusetts Bay Transportation Authority in Boston is seeking consulting services to support the transition of its vertical transportation contract. The agency requires process development support, performance monitoring, and general contract and vendor management to ensure the success of the new contract. The selected consultant will advise on contract transition management best practices and assist in implementing solutions and processes. The scope of work covers the development of contract management procedures and the creation of performance reporting templates and monitoring tools for finances and Key Performance Indicators. The consultant must coordinate between agency stakeholders, external stakeholders, and the vertical transportation contractor, which includes leading regular check-in meetings to align expectations. Additional duties include identifying potential contractual risks, developing risk mitigation strategies, evaluating performance penalties, and reviewing invoices for accuracy. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of all work to be conducted offsite. Bidders must have comprehensive knowledge of the new Vertical Transportation Maintenance contract, including its Key Performance Indicators, reporting requirements, technical specifications, and pricing. The agency is looking for budget proposals to determine the cost of the project. All questions regarding this procurement must be submitted no later than June 2, 2026.
