Brine Application Services

The South Carolina Department of Transportation is seeking brine application services to support winter weather operations across the state. The agency needs scalable and flexible operational support to supplement its department forces and maintain safe, timely, and effective roadway treatments. The requested services must address pre-event anti-icing, active winter weather response, post-event de-icing, and statewide or multi-district deployment during concurrent winter weather events. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of the work to be conducted offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposal pricing to establish the budget. The agency will award a contract with a performance period of four years. Bidders must submit all questions regarding this opportunity no later than June 9, 2026.
