Climate Resilience Planning Services

The government authority of Phippsburg, Maine is seeking climate resilience planning services to assess and mitigate the impacts of climate change, sea level rise, and storm surges. The agency needs to solve the problem of coastal vulnerability by identifying key ecological and recreational assets and evaluating strategies to protect these areas. The project covers a one-year contract period and requires the performance of all work offsite. The scope of work requires a high-level review of existing reports, studies, and data, alongside a coastal vulnerability assessment. The selected partner must review the geologic survey’s shoreline change analysis using aerial imagery, historical data, and GIS tools. Additional tasks include conducting a recreational and ecological inventory, performing ecological sensitivity mapping, and engaging the local community and stakeholders to ensure the plan reflects local values. The agency requires the development of strategies to enhance coastal resilience, protect vulnerable areas, and improve public safety, backed by a cost-benefit analysis of the proposed options. The scope also includes developing model ordinance language and collaborating with state agencies to create a detailed action plan with short-term and long-term goals, timelines, and resource allocations. Finally, the agency requires guidance on implementing these actions and the establishment of a monitoring framework. Eligibility is limited to onshore organizations based in the United States. The agency is looking for proposals to determine the budget for this initiative. Bidders must submit any questions regarding the opportunity no later than June 8, 2026.
