Annexation Study Services

The City of Everett, Washington, is seeking a qualified vendor to conduct a comprehensive study of the benefits and costs associated with annexing designated portions of its future annexation area. The agency needs to solve the problem of understanding the financial, operational, and community impacts of potential expansion before proceeding with inter-governmental negotiations. The selected contractor will analyze revenue projections, model public services, perform gap analyses, and project expenditures across various scenarios and service levels. The scope of work covers assessing capital and equipment needs, evaluating existing infrastructure conditions, and identifying short- or medium-term maintenance requirements. The agency also requires an assessment of how annexation would financially impact a median household and a typical business within both the annexation area and the existing city limits. Additionally, the study must include population and demographic growth forecasting, economic development evaluations, and a regulatory review of existing land use plans in the proposed areas. Bidders must be onshore organizations based in the United States to be eligible for this opportunity. The agency expects the performance of all contracted work to take place offsite over a contract period of two years. While the agency has not disclosed a specific budget and is looking for proposals to define the cost, all clarifying questions regarding the project must be submitted no later than June 9, 2026.
