Personal Care Management Functions Services

The Massachusetts Executive Office of Health and Human Services is seeking a vendor to perform personal care management functions services for the MassHealth Personal Care Attendant program in Boston, Massachusetts. The agency requires administrative support to assist consumers in managing their personal care services effectively. This initiative aims to solve the challenge of ensuring consumers, surrogates, and administrative proxies have the necessary skills and evaluations to manage personal care services independently. The scope of work covers conducting initial evaluations, re-evaluations, and requests for prior authorization. The selected vendor must perform in-person assessments of each member's ability to independently perform management tasks and function as an employer, including a review of the prior year during subsequent assessments. Additionally, the project requires conducting surrogate and administrative proxy assessments, as well as managing prior authorizations. The agency requires the vendor to provide in-person functional skills training to consumers, surrogates, and administrative proxies. This training must occur during visits separate from initial evaluations or re-evaluations, with increased frequency for consumers requiring additional assistance. The comprehensive training covers personal care attendant training and management, personal health care maintenance, emergency management, fiscal intermediary services, and program rules, policies, and procedures. Eligible bidders must be onshore organizations based in the United States. The selected vendor must perform all work onsite in Boston, Massachusetts. The agency is looking for proposals to determine the budget and will award a contract with a performance period of three years.
