Comprehensive Utility Rate Study Services

The City of Mission, Texas, is seeking comprehensive utility rate study services to examine records and determine the accuracy of the revenue due to the city. The agency needs to solve the problem of ensuring long-term financial stability and adequate funding for reserves through equitable rate structures. The project covers the evaluation of current water, sewer, drainage, garbage, and brush rate structures, including impact fees, as well as projected operating and capital expenses. The selected provider must assess system maintenance and replacement needs, ensure compliance with state and federal regulations, and develop a multi-year financial model with a phased rate adjustment plan. The scope also requires recommending options for strategically increasing revenue, restructuring utility rates, and presenting the completed study methods, results, and recommendations at a Mayor and Council Work session.
