Early Intervention Services

Contra Costa County in Martinez, California, is seeking a vendor to provide Early Intervention services for community-identified special populations. The agency aims to prevent mental illness and substance use disorders from becoming severe and disabling, while reducing disparities in behavioral health outcomes. Funded proposals must promote early identification of behavioral health needs, rapid connection to care, and prevention of symptom escalation. The scope of work requires access and linkage to care as the essential service component, with the option to also include outreach and early intervention and supports. Services may focus on one or multiple county-identified priority populations and must tailor approaches to the cultural, linguistic, and developmental needs of the communities served. The selected provider must manage performance measures, data collection and reporting, confidentiality and compliance, cultural responsiveness and equity, and coordination and collaboration. Eligible bidders must be onshore United States organizations. The agency expects the performance of the work to be conducted offsite over an eighteen-month contract period. The agency has not disclosed a specific budget and is looking for proposals to define the cost. The agency will hold a pre-bid conference on June 3, 2026. Bidders must submit all questions no later than June 5, 2026.
