Balanced Living and Expenses Senior Tenant Assistance Service

The San Diego Housing Commission is seeking a vendor to provide a balanced living and expenses senior tenant assistance service. The agency is trying to help low-income seniors remain safely and sustainably housed through individualized stabilization services that improve long-term household affordability, increase access to resources, and reduce financial vulnerability. The program aims to promote housing stability, support aging in place, reduce housing cost burdens, and connect seniors to community supports. The scope of work requires the selected vendor to implement a housing stabilization program centered on individualized case management and supportive services. The vendor must develop intake and eligibility procedures, assess housing instability and financial vulnerability, and create individualized housing stabilization plans. Additionally, the vendor must provide ongoing housing-focused case management, assist participants with increasing income and reducing expenses, support access to public benefits, and provide housing navigation and landlord engagement. The administration of financial assistance is also required, which includes determining appropriate assistance levels based on participant need, issuing payments directly to landlords or service providers, and tracking all disbursements and expenditures. Eligible bidders must be onshore USA organizations, and the performance of the work must take place onsite in San Diego, California. Bidders may submit their proposals digitally via email or online, and the agency is currently looking for proposals to determine the budget.
