External Operational Review Service

The Town of Sullivan’s Island, South Carolina, is seeking an external operational review service to evaluate its fire department. The agency needs to determine whether the training and education of all career and volunteer department members meet appropriate requirements and professional expectations for protecting the community. The selected reviewer will assess the department's response and operational capabilities for structure fires, water rescue, medical emergencies, and other incident types. The scope of work requires an evaluation of the department's automatic aid agreement and other mutual aid arrangements to ensure they provide appropriate backup coverage. The review must also cover incident command, occupational health, firefighter safety, recruiting, retention, and staffing. Additionally, the evaluator will examine the department's apparatus, equipment, facilities, community risk reduction efforts, governance, financial resources, and oversight. Only organizations based in the United States are eligible to bid on this opportunity. Bidders must submit any questions regarding the review no later than June 1, 2026. The agency accepts digital submissions via email or online and is currently looking for proposals to determine the budget for this project.
