Watershed Study Service

The City of Madison, Wisconsin requires professional services to develop watershed models and plans for watersheds of greatest concern through its Watershed Study Program. The agency needs to address limitations in previous studies, which only modeled existing conditions at the time and failed to evaluate the stormwater management system against current program performance targets. Additionally, the agency must update existing models to account for recent development activity, newly constructed infrastructure like pipes, ponds, greenways, and road crossings, and discrepancies between current model topography and newer topographic data. The selected contractor will identify locations where subcatchment delineations require revision due to grading from new development and collect any missing data necessary to meet agency objectives. The scope of work requires the delivery of a technical memorandum summarizing all review findings, including a detailed list of areas requiring updates and a recommended approach for each. The agency has established a contract period of one year, and all performance of the work must occur offsite. Eligible bidders must be onshore organizations based entirely in the United States. The agency is currently seeking proposals to determine the budget for this project. Bidders must submit all questions regarding this opportunity no later than June 1, 2026.
