Marine Operations Consultant Service

The government authority located in Corvallis, Oregon is seeking a marine operations consultant to advise on the suitability of vessels, marine equipment, and deployment strategies in alignment with site-specific ocean conditions. The selected vendor will advise on marine warranty and salvage operations, as well as review and advise on client plans including those for rigging, towing, lifting, and anchor handling. The agency requires assistance with communications and coordination protocols, marine logistics, operational planning for simultaneous operations, and third-party verification processes. The scope of work also covers safety, health, and environmental requirements, client lifecycle processes, and the review of summaries of third-party verification reports. The consultant will perform internal document revisions for policies and standard operating procedures, recommend internal and external corrective actions, and conduct post-incident or post-storm inspections and reporting. Additionally, the agency requires the development of contingency and casualty-response plans, along with tabletop training scenarios and exercises. Only onshore organizations based in the United States are eligible to bid on this opportunity. The selected contractor will perform all work offsite over a contract period of one year.
