Water and Wastewater Rate Study Services

The Worcester County Department of Public Works in Snow Hill, Maryland is seeking a qualified vendor to conduct a comprehensive water and wastewater rate study. The division operates as a self-sufficient entity that relies entirely on user billing to fund its operations, maintenance, and facility planning. The selected vendor will help the agency establish a sustainable financial structure that ensures adequate funding while maintaining compliance with Maryland state regulations. The scope of work requires the development of a financial plan for the sanitary service areas, alongside a cost of service and equivalent dwelling unit analysis. The agency needs an evaluation of the current allocation between base fees and usage fees, as well as an assessment of the fees charged when one service area provides services to another. Additionally, the project covers reviewing the current split between water and sewer revenues, designing a new rate structure, and conducting public outreach and stakeholder engagement. Eligible bidders must be onshore organizations based entirely in the United States. The agency expects the performance of all contracted work to take place offsite. While the agency has not disclosed a specific budget and is looking for proposals to define the cost, bidders must submit all pricing details within their submittals. The agency will host a virtual pre-proposal conference on June 2, 2026, to discuss the project requirements. Bidders must submit any questions regarding the solicitation no later than June 22, 2026.
