The agency requires strategic leadership, technical expertise, and collaborative engagement to align physical development with its institutional mission, enrollment trends, student success priorities, and fiscal realities. The selected consultant will deliver a comprehensive, implementable roadmap that establishes a clear vision for the campus. The scope of work covers comprehensive professional planning services, including project initiation, data review, campus visioning, and space analysis. The agency also requires facilities and infrastructure assessments, the development of planning scenarios, and the preparation of the final comprehensive campus master plan. Requested deliverables include an implementation roadmap with phasing considerations, supporting analysis reports, and presentation-ready graphics and visuals. The agency may request optional services such as cost estimating, capital phasing strategies, fundraising and donor engagement graphics, and sustainability planning. Eligible bidders must be onshore organizations based in the United States. The performance of the contract work may occur either onsite or offsite.
