The Madera County government authority is seeking a vendor to provide specialized child welfare services for adults with open child welfare cases, including court-ordered clients. The agency requires structured programs to address anger management, substance abuse education, batterers intervention, and domestic violence education. These services aim to support family rehabilitation and meet legal requirements through evidence-based and structured curricula. The scope of work covers four distinct program areas with specific delivery requirements. For anger management, the agency requires a minimum of twelve sessions using a recognized, evidence-based curriculum that covers emotional regulation, triggers, cognitive restructuring, and conflict de-escalation, preceded by an individual intake assessment. The substance abuse education program also demands a minimum of twelve structured sessions with individual intake assessments and orientation prior to group enrollment. For domestic violence intervention, the agency requires a minimum fifty-two-week batterers intervention program consisting of weekly sessions lasting at least two hours each, consistent with state standards. The domestic violence education program must utilize the Phoenix curriculum framework or an approved alternative, requiring individual intake assessments and strictly separated, concurrent tracks for victim-survivors and individuals with abusive behavior histories. All performance of the work will occur offsite. Eligible bidders must be onshore United States organizations.
