Multi-Custody Level Correctional Facility Service

The government authority located in Honolulu, Hawaii is seeking multi-custody level correctional facility services for the confinement, care, and custody of inmates. The agency needs to solve the challenge of providing comprehensive, secure supervision alongside rehabilitative programming to reduce recidivism. The scope of work covers security, recreation, religious services, libraries, work line employment, and educational programs that include assessments, English language learner instruction, college correspondence, and job readiness. The agency requires substance abuse programming based on level of service inventory-revised assessments, alongside vocational training that includes a career outlook analysis. Comprehensive medical, mental health, dental, and vision services are required, including secure and medically appropriate transport to and from dialysis facilities. On-site health care coverage must be maintained during active patient care operations, as telephone availability of health care staff is not an acceptable substitute. Bidders must propose staffing levels and inmate-to-security staff ratios that ensure the appropriate supervision and safeguarding of inmates at all times. Eligibility is restricted to onshore organizations based in the United States. The performance of the work will take place either onsite or offsite. The agency is looking for proposals to determine the budget for this opportunity. The contract period will span three years. A non-mandatory pre-proposal meeting will take place on May 28, 2026, and all questions must be submitted no later than June 01, 2026.
