Trails Technical Assistance Program Consultant Services

The Sacramento Area Council of Governments is seeking a consultant to provide trails technical assistance program services. The agency needs to help local jurisdictions prepare for the next steps in trail implementation, specifically targeting up to twenty-five projects over a two-year period. This initiative aims to support agencies within tier one and tier two by utilizing the technical assistance application developed for the 2026 implementation strategy. The scope of work covers project management, stakeholder engagement, and technical assistance delivery. The selected consultant must monitor project performance, adjust resources to maintain the schedule and budget, and establish project management protocols. For the technical assistance component, the consultant will help agencies with grant application preparation, cost estimates, thirty percent or more of design, community engagement strategies, and trail planning concepts. Eligible bidders must perform all work onsite within the United States. The agency will evaluate proposals based on the submitted bids, as there is no pre-determined budget specified in the solicitation. The contract term will span a period of one year. The agency has scheduled a non-mandatory pre-bid meeting for May 27, 2026. Bidders must submit all questions regarding the opportunity no later than June 8, 2026.
