Independent Evaluation, Measurement, And Verification Services

The Hawaii Public Utilities Commission is seeking a vendor to provide independent evaluation, measurement, and verification services for its public benefits fee programs, energy efficiency portfolio standard, and other directed programs. The agency needs to solve the challenge of independently verifying program accomplishments, demand savings, and co-benefits reported by the Program Administrator. The selected contractor will develop annual impact evaluation and verification plans, determine net and gross energy savings for each program year, and translate program year data to calendar year data for consistent reporting. The scope of work covers analyzing a wide range of currently available and cost-effective energy efficiency measures, including those expected to become cost-effective over the study period. The agency also requires an assessment of energy efficiency potential in a market increasingly characterized by distributed energy resources, forecasting technical, economic, and achievable market potential. The performance of this work will take place offsite over a contract term of three years. Eligible bidders must be onshore organizations based solely in the United States. The agency has not disclosed a specific budget and is looking for proposals to determine the cost. Bidders must submit all questions regarding this opportunity no later than June 4, 2026.
