Citywide Pavement Condition Assessment and Provide Pavement Management Plan Service

The City of Solana Beach, California, is seeking a qualified vendor to perform a citywide pavement condition assessment and deliver a comprehensive pavement management plan. The agency needs to establish a structured database containing pavement condition indexes (PCI) and maintenance history to better manage its roadway infrastructure. This project aims to solve the challenge of tracking long-term road degradation by establishing a clear, data-driven framework for future street maintenance. The scope of work covers project management, database review, segmentation review and update, and geographic information system (GIS) layer creation. The selected vendor must also conduct field data collection and prepare a recommended five-year pavement management plan. All project work will be performed offsite. Only onshore organizations based in the United States are eligible to submit proposals for this opportunity. The agency is looking for budget proposals within the submissions to determine the cost of the services. Bidders must submit all questions regarding this opportunity no later than June 3, 2026.
