Multifamily Residential with Public Employee Apartments Service

The City of Hialeah, Florida, is seeking a partner to provide a multifamily residential development featuring public employee apartments on an approximate six-acre site. The government authority wants to establish a long-term transactional structure for this project, which may include a ground lease, joint venture, master lease, or another alternative public-private partnership model. The agency requires the selected partner to solve the housing need for public employees while ensuring the development provides all necessary parking and complies with all applicable zoning regulations. The scope of work requires the partner to take full responsibility for meeting all planning, zoning, subdivision, and environmental requirements of the proposed project. The agency allows the partner to seek modifications to existing land use, zoning, and other zoning entitlements to facilitate the construction. All performance of the work will take place offsite. Only onshore organizations based in the United States are eligible to submit proposals for this opportunity. The agency has not disclosed a set budget and is looking for financial proposals within the submissions. The agency will host a non-mandatory pre-bid meeting on June 4, 2026. Bidders must submit all questions regarding the opportunity no later than June 16, 2026.
