Lid Feasibility Study Service

The government authority located in San Diego, California is seeking a vendor to provide a lid feasibility study service. The agency needs to explore mobility options, feasibility, planning, and design for two potential freeway lid locations over Interstate 5. The goal of the project is to transform these spaces into parks that reconnect the neighborhood, provide vital green spaces, and mitigate vehicle emissions. The scope of work covers project administration, which includes attending a kick-off meeting, conducting ongoing check-ins, and maintaining regular progress reports, budget, and invoicing information. The selected vendor must also perform an existing conditions analysis, study best practices, and deliver a comprehensive, creative, and multi-faceted public participation and stakeholder outreach program. Additionally, the project requires the development of a mobility solutions matrix addressing short-, medium-, and long-term priorities and demands around each potential lid location. The agency requires a lid feasibility assessment and conceptual design packages, which must include base map development with a preliminary survey and utility mapping report, as well as matrix development and scenario analysis comparing the two locations. The final deliverable is a project summary report containing an executive summary, a project overview, documented key outcomes of each task, and final summary recommendations for implementing the preferred solution.
