Evaluation Report Services

The government authority located in Colorado Springs, Colorado is seeking a vendor to conduct a formal evaluation of its promise scholarship program. The agency needs to track student enrollment trends, retention and persistence patterns, completion outcomes, and demographic gaps. The evaluation must analyze longitudinal trends across the history of the program, including student outcomes during the pre-promise or pre-dollar period, the last-dollar scholarship model, and the first-dollar scholarship model. The requested scope of work covers student demographics, high school of origin, semester-to-semester persistence, fall-to-fall retention, and credit completion. The evaluation must also analyze GPA, area or program of study, pass rates, Drop/Fail/Withdraw rates, remedial coursework needs, graduation or credential completion, transfer outcomes, and workforce outcomes when available. Performance of all work must take place onsite at the agency location. Eligible bidders must be onshore organizations based in the United States. The agency is establishing a contract period of one year. Bidders must submit any questions regarding this opportunity no later than May 22, 2026. The agency is looking for proposals to determine the budget for this project. Bidders may submit their responses digitally via email or through the online system.
