Permanent Supportive Housing Program Services

The City and County of Honolulu, Hawaii, is seeking a vendor to provide permanent supportive housing program services. The agency requires a Coordinated Entry System that functions as a fair, immediate, low-barrier, and person-centered process to prioritize housing assistance based on vulnerability and service needs. This system must ensure that individuals with the most severe needs receive assistance in a timely manner while providing data on service gaps to assist with community planning and resource identification. The scope of work also includes utilizing the Homeless Management Information System, which is a computerized data collection tool. This system must capture client-level information over time regarding the characteristics and service needs of individuals experiencing homelessness. The agency is requesting proposals to determine the budget for these services. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of all work to be conducted offsite. Bidders must submit all questions regarding this opportunity no later than May 28, 2026.
