The City of Doral, Florida is seeking a public-private partnership to redevelop approximately 10 acres of city-owned land. The agency requires a high-quality, professionally managed, master-planned project centered on an age-restricted 55+ residential component and a complementary commercial component. This redevelopment must advance a clear public purpose, preserve long-term public ownership, and create durable municipal value. Bidders must provide a clear Public Benefit Narrative and Public Benefit Matrix identifying measurable commitments, target resident profiles, and any affordability or attainability commitments. This documentation must also outline proposed resident services, operational commitments, and other community benefits. The agency requires all performing organizations to be onshore United States entities, and the work will be performed offsite. The agency is looking for proposals to determine the budget for this project. A pre-bid meeting will take place on June 2, 2026. Bidders must submit all questions regarding this opportunity no later than June 9, 2026.
