Visitor Assistance Program Services

The Hawaii government authority is seeking a vendor to promote, develop, and conduct a Visitor Assistance Program. This program solves the problem of visitors experiencing crime, accidents, medical emergencies, death, bereavement, and other adversities while in Hawaii. The agency requires the selected provider to deliver direct visitor assistance, emergency support services, coordination and partnerships, partner engagement and outreach, and program administration and accessibility. The scope of work covers responding to referrals and facilitating emergency support such as transportation to airports or medical facilities and temporary lodging coordination. The provider must maintain active working relationships with law enforcement agencies, hospitals, and healthcare providers. Additional responsibilities include participating in stakeholder engagement activities to support visitor safety and maintaining accessible intake and response mechanisms like phone lines and partner networks. The agency limits eligibility to onshore organizations based in the United States. The performance of all contracted work will take place offsite. The agency has not disclosed a set budget and is looking for proposals to determine the cost. Bidders must submit all questions regarding this opportunity no later than May 22, 2026.
